JOB SUMMARY
To receive complaints and proactively perform technical field inspections and investigative work in the enforcement of the City’s zoning, nuisance, and other ordinances. This position is also responsible for other related duties as required, including, but not limited to, filing, correspondence, and scheduling of appointments and inspections.
ESSENTIAL JOB FUNCTIONS
- Presents and conducts regular public outreach and education of city codes and ordinances throughout the community.
- Takes a proactive approach to work duties, looking for city ordinances to enforce.
- Performs technical investigations of code-compliance complaints to identify violations.
- Interviews suspects/witnesses related to Page City Code investigations.
- Communicates effectively and persuasively in order to explain codes, ordinances, violations, and required corrective action.
- Clearly explain problems and provides options using negotiation skills to gain voluntary cooperation and resolve code violations.
- Prepares and issues accurate written documents (notices of violation, stop work orders, letters, door hangers, civil citations, and reports) with clearly organized thoughts and using proper sentence structure, punctuation, and grammar in order to convey the appropriate codes and facts.
- Completes detailed reports in the Page PD “RMS” system.
- Deals with a high volume of cases, often including stressful situations.
- Works closely with other department personnel.
- Works closely with City Judges and Attorneys to ensure accurate procedures are used.
- Prepares evidence for hearings and testifies in municipal court.
- Conducts research and analyzes property ownership, utility records, and court records to contact property owners and resolve code violations.
- Operates City of Page vehicles.
- Maintains vehicles and other equipment in a functional and presentable condition.
- Performs a variety of tasks in direct support to law enforcement activities.
- Performs other related duties as assigned.
QUALIFICATIONS
Education and Experience:
- High School Diploma or GED, and
Licenses or Certifications:
- Must possess a valid State driver’s license by hire date.
Knowledge, Skills and Abilities:
- Familiarity with Microsoft Office Suite of software in order to generate presentations, conduct research, produce reports, create and maintain accurate public records, and prepare correspondence.
- Knowledge and understanding of municipal codes, including but not limited to zoning procedures and practices, including land use and signage, and including applicable Arizona Statutes.
- Reading, interpreting, understanding, and using City and other maps, property descriptions, and construction plans to ensure that structures are not erected, altered, or maintained in violation of code requirements.
- Skill in code compliance/building permit software.
- Distinguishing colors to verify compliance with performance standards and design review guidelines.
- Working with a minimum amount of supervision in prioritizing work by choosing among and scheduling such tasks as the following: responding promptly to citizen complaints and collecting evidence for enforcement.
- Establishing and maintaining effective working relationships with management, coworkers, outside departments, and the general public.

Must be able to meet minimum physical and medical standards as set forth by Page Police Department.
WORK ENVIRONMENT
Required to work indoors and outdoors in various weather conditions.
The work requires decision-making that could lead to major community or organizational consequences if this position fails to make the appropriate decision(s) at the time.
