Finance Analyst

Department: 442 Finance
Location: Page, AZ

JOB SUMMARY

Responsible for analyzing the City’s sales tax revenues, preparation of financial documents and reports, maintenance of general ledger, assist in coordinator of the annual budget process and preparation of the City budget document, and works with government agencies to correct any discrepancies that may be found. Assists various departments with purchasing procedures and oversees the bidding requirements and processes for relevant purchases.

ESSENTIAL JOB FUNCTIONS

  • General

o Follows safety and security policies and procedures.

o Provides responses to internal and external requests for information on City financial matters.

o Assists in transferring of City funds as needed according to the Investment Policy.

o Travels for training and department business purposes as needed.

o Reconciles ledgers, journals, chart of accounts and bank statements as needed.

o Assists in managing City budget, purchasing and procurement regulations; oversees compliance.

o Maintains City fixed asset records and compliance to the Fixed Asset Policy.

o Provides advice and technical assistance to Finance Director with cost analysis, fiscal allocation, and budget preparation.

o Serves as back-up to Finance Department personnel.

o Assists the Finance Director with financial statements, and special projects involving City finances and property.

o Performs other related duties as assigned.

  • Sales Tax

o Analyzes the City’s sales tax revenues and works with government agencies to correct any discrepancies.

o Monitors and reports on trends in sales and other taxes to assist in the preparation of revenue projections.

o Works with other government agencies to obtain updated and correct data with regards to the sales tax collection for the City of Page.

  • Budget and Audit

o Key personnel in preparing the annual budget.

o Works with Departments to ensure proper submission.

o Compiles data for City Manager and Finance Director.

o Prepare annual submission of Budget Document to Government Finance Officers Association.

o Assists in the preparation of the annual audit as needed.

  • Reporting

o Prepares various financial reports involving taxes, required state and federal reports and assists in supporting internal control policies within the Finance Department. Includes monthly, quarterly, and annual reporting of financial data, budget, and sales tax

QUALIFICATIONS

Education and Experience:

  • High School Diploma mandatory; Degree in Accounting, Business or related field preferred.
  • Three (3) years of related bookkeeping experience, specifically in fund accounting;
  • Specialized training in payroll and accounts payable experience, desired;
  • Knowledge and experience with Microsoft Excel, necessary
  • Experience working with sales tax is desired;
  • Education in accounting or related field is preferred. Experience in accounting and knowledge of general ledger operations is required.
  • Experience in governmental accounting utilizing computerized accounting systems.

Licenses or Certifications:

  • Must maintain a valid State driver’s license.

Special Requirements:

  • Financial background check may be required.

Knowledge, Skills, and Abilities:

  • Knowledge of business and governmental accounting and bookkeeping functions, including fund accounting, municipal budgeting, payroll, accounts payable and accounts receivable.
  • Skill in the proficient use of personal computer for the purpose of word processing, data collection, analysis and the Internet.
  • Expanded knowledge and use of Microsoft Excel and Word a must.
  • Ability to establish and maintain effective working relationship with employees.
  • Ability to use tools and equipment.
  • Ability to follow standard office environment safety requirements.
  • Ability to handle situations involving conflicting viewpoints and assist parties to reach satisfactory conclusions in a cooperative manner is essential.
  • Ability to objectively evaluate complaints and apply standard procedures to each situation and deal courteously but firmly when necessary with customers in the course of work.

PHYSICAL DEMANDS

While performing the duties of this job, the employee must exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. The following physical abilities are required: fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, speaking, talking, walking and visual acuity.
