JOB SUMMARY
The Planning Director plans, organizes, and directs the overall operation of the Community Development Department. Responsibilities include directing the City’s land use program, performing complex planning activities, supervising professional level planners, and reviewing the work of others. Duties include reviewing the most complex site and building plans and construction drawings for compliance with code requirements and conditions of approval, representing the department before review bodies and community groups, preparing, and managing the department budget.
ESSENTIAL JOB FUNCTIONSprofessional-level
- Manages, prepares, and evaluates complex planning projects. Provides direction and support to other City departments, the development community and the public regarding development requirements and land use projects.
- Supervises department staff, including coordinating and directing workflow, making work assignments, training, making disciplinary and hiring recommendations, and conducting performance evaluations.
- Represents the City at various community meetings, serves as the lead staff liaison to review bodies such as the Planning & Zoning Board, and presents projects before the City Council. These meetings require attendance outside of normal work hours.
- Reviews, develops, and updates the City’s General Plan, Zoning Code, and Municipal Code to ensure updates meet City goals and follow state and federal regulations. Oversees special annual projects and long-range planning reports.
- Coordinates and promotes the department’s work with other City departments, local, regional, and state planning agencies, and organizations by providing technical assistance, knowledge of projects and procedures, communicating goals and objectives, and working to resolve issues.
- Conducts internal and external customer service, providing feedback on applications and resolving issues.
- Prepares budget documentation for the department and monitors expenditures.
- Performs other related duties as assigned.
QUALIFICATIONS
Education and Experience:
- Bachelor's Degree in Urban Planning, Public Administration, or a closely related field. Master's Degree from an accredited college or university in Urban Planning, Public Administration, or closely related field. GIS experience desirable.
Licenses or Certifications:
- Required to have or obtain a valid State driver’s license.
- American Planning Association and /or American Institute of Certified Planners desirable.
Special Requirements:
- Membership in Arizona Planning Association preferred.
Knowledge, Skills and Abilities:
- Knowledge of modern principles, practices and techniques of community development administration, organization, and operation.
- Principles and practices of building inspection, plan check
- Knowledge of architecture, engineering, and planning
- Knowledge of current social, political and environmental issues influencing community development programs.
- Knowledge of private sector business practices.
- Knowledge of real estate economics.
- Knowledge of real estate acquisition and development.
- Knowledge of principles and practices of municipal budget preparation and administration.
- Knowledge of principles of supervision, training, and performance evaluation.
- Knowledge of pertinent federal, state, and local laws, codes, and regulations.
- Skill in analyzing problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
- Ability to manage and direct a comprehensive community development program.
- Ability to develop and administer departmental goals, objectives, and procedures. Analyze and assess programs, policies, and operational needs and make appropriate adjustments.
- Ability to identify and respond to sensitive community and organizational issues, concerns, and needs.
- Ability to plan, organize, direct, and coordinate the work of staff.
- Ability to delegate authority and responsibility as required to meet goals and objectives.
