Crime Scene Specialist

JOB SUMMARY

The Crime Scene Specialist will perform a variety of tasks in support of law enforcement activities within the Investigations Division of the Page Police Department. This position will serve a critical role supporting the Page Police Department's mission; to serve, protect and reduce crime in Page.

This position provides investigative or support responsibilities to both the Patrol and Criminal Investigation divisions. This position is supervised by a Captain or Lieutenant but takes direction from Detectives or Officers at crime scenes.

This is a non-sworn, unarmed position within the Police Department. This position will be actively involved in supporting sworn police in detailed/complex criminal investigations. As such, the Crime Scene Specialist will be expected to work different shifts, and be subject to callouts, during all hours. The Crime Scene Specialist is distinguished from a Police Officer since the employee is not a sworn officer, does not carry a firearm, does not respond to in-progress incidents, and does not have any arrest authority.

ESSENTIAL JOB FUNCTIONS

  • Authors original and supplemental Incident Reports, which will vary in length and content.

  • Investigates City Code violations.

  • Assists detectives managing the Offender Watch program as mandated by Arizona Revised Statutes.

  • Conducts follow-up phone calls, emails, and in-person contacts with members of the public, law enforcement, and various investigative partners.

  • Collects data or information from various sources (i.e., computerized crime and traffic databases, etc.).

  • Contacts other law enforcement agencies, investigative leads, probation officers, etc. for additional information, and utilizing automated systems to research criminal history and conduct background checks.

  • Conducts interviews with victims, witnesses, parents/caregivers, and suspects at the request of a detective or supervisor.

  • Assists with writing and reviewing subpoenas, court orders, search warrants.

  • Completes reports and other required paperwork, including evidence sheets, vehicle impounds, etc.

  • Administers the Intoxilyzer to DUI suspects.

  • Creates investigative support material, such as Photographic Line-ups, Crime Bulletins, Flyers, etc.

  • Drives unmarked police vehicles at the discretion of the Chief of Police for investigative (including traffic control) or administrative purposes.

  • Reviews various reports on impounded evidence for the purpose of property purges, crime analysis, pended lab results, etc.

  • Assists investigators with various responsibilities in the Records Management System (RMS) to include updating case management and case management queries.

  • Collects property or evidence by following property and evidence procedures.

  • Produces reports, forms, and paperwork that are used to file misdemeanor or felony charges against suspects, to include Coconino County booking paperwork.

  • Creates, updates, or maintains spreadsheets, timelines, or other digital records of large scale or high-profile investigations.

  • Attends court hearings for the purpose of testifying to job duties, reports, etc.

  • Provides training and supervises Evidence Specialists to ensure compliance with policies and accreditation standards.

  • Attends training classes in police methods, investigative trends, and subjects related to assigned area.

  • Demonstrates continuous effort to improve Police Department operations, decrease investigative turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

EDUCATION AND EXPERIENCE

  • High School Diploma or GED equivalent.

  • Minimum three years law enforcement experience handling, collecting, and processing evidence.

  • Strong attention to detail.

  • Ability to communicate effectively with others.

  • Passion for investigative research, uncovering facts and details.

  • Ability to communicate effectively with all members of the public.

  • Ability to draw connections and correlations between subjects.

  • Meticulous with details, persistent, and called to serve the local community.

  • Crime scene investigation training and experience preferred.

SPECIAL REQUIREMENTS:

  • Must be at least 18 years of age.

  • Must have no felony convictions in Arizona or a conviction in any other state which would be a felony in Arizona.

  • Must not have engaged in conduct or a pattern of conduct that would jeopardize public trust and be of good moral character.

  • Must successfully complete a background process.

  • Must be able to work any hours, including occasionally weekends and holidays.

  • Must be able to travel on a limited basis.

WORK ENVIRONMENT:

  • This position requires exposure to varying circumstances, hazards, and other conditions, that are required of law enforcement agencies to conduct criminal investigations, including but not limited to, inclement weather, drugs, biological materials, and other hazards.
